1. Features of biomass pellet fuel
Biomass pellet fuel means to produce the compressed pellet fuel under certain conditions using agriculture waste like straw and rice husk and the wood processing residues. The biomass pellet fuel has low ash content and low sulphur, nitrogen content. And it is a renewable resource with clean burning, high efficiency and environmental protection which can replace of coal, oil, electricity and natural gas etc directly. The ash content of biomass pellet fuel after consumption has no carbon content, so the loss of solid fuel with complete consumption is zero basically, while the coal burning loss is 7-15%. After inspection of related quality institute, the SO² emission is 20.5 times of the biomass fuel. Therefore, the biomass pellet fuel can reduce the air pollution except replacing of coal, oil and other fuel.
Now, part of the straw in the agro-wastes is burned directly in the field, producing a large amount of SO². It not only wastes a large amount of energy, but also causes the heavy air pollution which makes a certain influence to the social life, economic development and environmental protection. 1).  Improving the ecological environment. The biomass fuel mainly includes agriculture residues like rice husk and wood processing wastes like sawdust. These materials are thrown casually and has low utilization rate which produce dust and pollute the environment. Using those waste materials as fuel are advantageous to stop this casual abandoning. It makes waste biomass material into precious which reduce the waste of resources and improve the environmental protection. It is a best way to deal with the agriculture residues and wood processing residues.  

2).  Increasing the economic benefits. Biomass fuel can replace of coal to ease the tight supply of coal and decrease the cost for coal burning for the enterprisers. According to the current price of coal for 1000/ ton of coal and price of 360/ton of biomass fuel, burning each 10000ton of biomass fuel can replace of 3400ton of coal, which could reduce 60 million of production cost for the enterpriser. 

3).  Promoting the energy saving and reducing emission. Biomass fuel generates less environment pollution in the stoves, and the low capacity stoves are up to the standard of emission without the matched waste air treatment equipment. There are 9 enterprisers for demonstration spots in Shanghai which could reduce the emission of SO² of 320 ton in all and 160 ton of dust emission. The emission of SO² of biomass fuel is 1/10 of the coal. Because the expelling of CO² during consumption of biomass fuel is equal to the CO² which absorbs from the photosynthesis process, the emission of CO² is zero in the aspect of recycling applying. At the same time, the burning of biomass fuel reduce the methane emission during the natural decaying process of straw, to further reduce the greenhouse gas emission (it is said that methane greenhouse effect is 21 times of CO²); as for the cost for reducing CO², using the biomass fuel to the boiler is conform to the economic principle which is one of the economic ways to reduce the CO² emission.

2. Existing problems in the application of biomass pellet fuel
　Biomass pellet has low sulphur content during consumption in the biomass boiler, and it has good prospect for development. But it is difficult for collecting, storage and applying of biomass materials currently during the investigation. The first is the inadequate understanding of biomass pellet fuel. Currently, most people have less understanding of the features of biomass product, like high heat value, environmental protection and easy for use. Many enterprises have no ideal about biomass product, much less understanding and application.
The second is no related management regulations and technology specification. Currently, there is no technology specification, strict technology supervision and compulsive standards published for the utilization of biomass pellet fuel and biomass fuel boiler, and there is no subsidy policy for the enterpriser. So the development of biomass fuel industry is comparatively slow.
The third is the technology problems. Storage of biomass fuel require big space and it affect the environment, so it require the related technology to ensure the complete consumption of biomass fuel, to ensure the drying degree of storage fuel and fire safety.

3. Policy and suggestions
1).  To strengthen the propaganda. Developing biomass pellet fuel has good economic, social and environmental effect. The promotion and application of biomass pellet fuel can not only protect the environment but also improve the extension of agriculture industrial chain. Due to the comparative low price of lab force in our country, developing the biomass fuel has more competitive than the developed country. The utilization of biomass energy is a kind of technology which “the achievement is contemporary, but the benefit is for the descendants”. We should strengthen the propaganda on the basis of demonstration testing, to make the biomass enter into people’s life increasingly.
2).  To establish the management methods and technology specification. Establishing biomass pellet fuel management regulation and technology specification, establishing strict technology standard for biomass fuel and biomass fuel boilers, strengthening the technology supervision and marketing management, create a good marketing environment for the promotion of biomass pellet fuel. For the work unit which uses the biomass fuel, it is necessary to regulate the related rules and regulations, strengthening the management of the operation of stoves. The trained fireman should work with the certificate, and they should work according to the regulations seriously. The ash content after consumption of biomass fuel belongs to the agriculture fertilizer and industrial raw materials. It has to ensure that the users mustn’t throw, preserve and abandon the material casually to avoid of dust pollution and waste of resources. The ash content should be preserved in the package and retrieved by the fuel supplier to carry on the comprehensive utilization.
